Preferred Parking

The LEED NC-Retail v2009 credit 4.3 and 4.4 to provide preferred parking for LEV/FE vehicles and Carpools appears to require that the project identify employee parking separate from customer parking and that both employee parking and customer parking each must designate preferred parking for LEV and/or Carpools a minimum of 5% of the total parking. This seems to be a doubling of the requirement of LEED NC?" Also the online form also does not accept a designation of "0" for employee parking total. Is it a requirement that projects specify an amount of employee designated parking?

I received a similar comment from a reviewer stating that I have to include any parking that is off site, however the LEED Reference Guide nor any Addenda make note that this is the case. The LEED Form states that you 'May' include it, but nowhere can I find that you have to include any off site parking. We do have customer and inventory parking on site but no employee parking as it is all outside the LEED Boundary. We have never had to include any offsite parking in the past - please advise.
