The International EPD System includes the possibility for pre-certification of EPDs as a step in the process to develop Product Category Rules (PCRs). Pre-certified EPDs are EPDs that are not based on a finished PCR document, and therefore carry certain limitations. Pre-certification is an introductory step to a final EPD where the specific Product Category Rules (PCR) document is still under development. A pre-certified EPD is based on LCA-based information in accordance with international standards and the General Programme Instructions.
Does anyone know whether pre-certified EPDs would conform to the credit requirements?

If a pre-certified EPD is developed using e.g. EN 15804 standard (itself a PCR as name says, Core rules for the product category of construction products), and is third party verified under a program operator's rules, like here Environdec, then it should stack up to ISO 14025 requirements.
The main question would be whether the pre-certification is an independent third party certification in the sense of ISO 14025.
