Do pre-rinse spray valves in amenity Pet Spas have to comply with the < 1.3 gpm requirement?

Doubt it. Pets aren't kitchen vessels top be cleaned. I'd relate that to showers.

No, that application would be considered process water. Susan's correct that dogs are not commercial dishwashing components.
