Would a portable basketball floor be considered not "permanently installed" and therefore not subject to credit requirements? Any experience with how to categorize this type of flooring within IEQc4.4 for basketball arenas would be most appreciated.

Well, when the floor is not installed as a court the floor is stored within the building. From that perspective, I'd include it. There are plenty of portable court floors that meet this LEED standard.
