If a new building will be served by an existing chiller plant that already serves an existing building, does the Plant design for the Proposed Alternative need to model the full chiller size, even if the full capacity of the chiller is not needed? Is there an alternative method to modeling the Proposed Plant with 100% Plant capacity or just matching the baseline plant system?
