I have a project registered as v2009 New Construction. They are interested in pursuing the new v4.1 EA Credit: Acoustic Performance as a pilot credit under IDc1. Do you know if v2009 NC projects are eligible to use a v4.1 pilot credit for an ID credit?

If a LEED v2009 can pursue the LEED v4 substitution then they can pursue the LEED v4.1 version of the credit. Please see https://www.usgbc.org/resources/2009-v4-credit-substitution-bdc for more information on 2009 to v4 credit substitutions.
Alternatively, you may be able to submit as an innovation credit as long as it meets the Innovation requirements.
Specific to acoustics, there is not a relevant credit substitution so that is not a viable path. If you are in a rating system that does not have an acoustic credit (i.e. not Schools) then it seems like a good candidate to me for an Innovation point.
