Healthcare-v4 MPR1:Must be in a permanent location on existing land

Pharmaceutical Manufacturing factory project

Hi, We are going to start a new LEED project for a pharmaceutical manufacturing facility building which will be started in a few months. This question might be irrelevant to this thread, but pls clarify this for us. In which category should we register this pharmaceutical manufacturing facility; Is it a New Construction or a healthcare facility? Is there any other project category we can apply for this? Thank you.
