the reference guide states "install permanent entryway systems at least 10 feet long in the primary direction of travel....so yes, permanent is acceptable.
Maintenance strategies are dependent on the entryway systems that are selected and could include a combination of wiping down with a cleaning agent and/or removing the grates and vacuuming the particles that are captured.

A permanent 10-foot walk-off mat is compliant. The walk-off mat must be adapted to the project's climate.
The requirement of LEED 2009 to have 3 feet minimum of grate was removed.
For maintenance, we usually do a daily vacuuming and a weekly complete cleaning (at least during winter time in Canada) for walk-off mats.
