We are working on a LEED v4 New Construction certification of a mall. Renovation only applies to the building, but not to the surrounding parking. Nevertheless, on these parking srfs there are materials being stored and construction vehicles coming in and out of the site. Project is set on a natural environment, away from any urbanization. Perimeter can be divided into two types: front one along with roadway and back one against a cliff. The roadway is a meter above parking area, so there's a built wall that separates site from road. 

Our main doubt is if, under these circumstances, we need to apply perimeter control measures. Or, instead, we could apply perimeter control ONLY to the building perimeter.
