A continuous 12 months of energy data using Portfolio Manager is required for EAp2—we discuss details on that over there. I don't think it's necessary to wait to start this for EBOM registration.
Other performance periods must generally be at least 3 months. We just posted the video of a webinar that has some great tips on successful performance period management, and more detail on this. I recommend it.

Yep, 3 months minimum for most credits, 12 months for EAp2/EAc1. Also, just to be clear, the date of registration doesn't really have any bearing on the performance period.
It's a good idea to register early because that's when you get access to LEED Online and various other tools, but if you wanted to (not advised) you could register just prior to submitting your application.
