Partial renovation of owner-occupied building

Our ID+C project is in a higher-ed campus building that houses the facilities team, their back-of-house workshop spaces and office areas for the FM team and various other associated departments.  We are only renovating the office areas and are not touching the workshop spaces.  As there is only one "tenant" in the building, do we need to separately meter the renovated space or will the whole-building meters meet the requirement?  Any insight is appreciated in this somewhat unique situation.  Thank you!

Sounds like whole building meters would work since it is all one tenant.
