Stephan, you must include in calculations all parking spaces used by the building users, both in the basement and in ground floor level.

Yes,
we even had projects sharing a underground carpark with other projects being able to archive the credit. We just uploaded floor plans, showing which parking spaces belong to which project along with the required parking spaces calculation according to local code.
