We have Park project with underground car park that serve the park, and it is required to get the LEED Gold certificate, my question, Is park project can be certified under LEED rating System ?

A park project would be eligible for the SITES certification, administered by GBCI, and a parking garage would be eligible for Parksmart, also certified by GBCI, but neither would be eligible under LEED BD&C:
"Buildings or structures primarily dedicated to parking are not eligible for LEED certification. Parking that serves an eligible LEED project should be included in the certification."
Under 2009 there were more explicit requirements for a project to have a minimum occupancy - at least one full-time staff person (FTE), and there may have been language stating the building needed to provide enclosed, conditioned, habitable space. The BD&C reference guide introduction does say that "applies to buildings that are being newly constructed or going through a major renovation" so that would exclude outdoor parks.
