how would you evaluate off-site generation of renewable energy in facilities owned by the building owner? Does a contract still need to be in place? Is documentation of the estimated energy output required?

It depends on the nature of the system procurement. If the owner owns the system then it should be a simple allocation letter demonstrating the system production and allocating all or a portion of the production to the new facility. Make sure the off site system meets the credit criteria.

Thank you verymuch, Marcus. Please provide me with some additional clarifications. The reason is that, we are working on around five LEED-4.1 projects across the country.The Owner/entity is the same for all five buildings and all the solar plants.The building types are only different.
Is it possible to consider this Solar PV Plant a Tier 1 project?
Rather than being located on site, the PV Plants are located 300m-500m away from the LEED project sites. The owner will povide the required documents related to connected load, Commisioning and RE Credits.
I appreciate your help.

If it is not located within the LEED project boundary then it is not on-site. So sounds like tier 2 to me. There is some predidence for counting off-site renewables as on-site for example in the case of landfill gas so you can try. You could also ask your LEED Coach or submit an interpretation.
