Over limit adhesive used while building is open

I am on a project where the contractor used an adhesive that exceeds the VOC limit for that type but the building was open when they used it. Does this count for being "inside the weather barrier"? My initial thought was yes, but wanted to get your thoughts too. (My apologies if this is already addressed in this thread - I searched a few keywords and didn't find anything specific to this case.)

Yes, technically, it has been applied on what will be "inside the weather barrier", so the product must be reported. You will need to use the VOC budget Method.( http://www.leeduser.com/credit/NC-2009/IEQc4.1#gid-tab/14251 )
