Besides CO2 sensors, what kind of outdoor airflow measurement device we need to provide in the design? Are there any particular rules to quantify how many devices and where to put them?

If you are serving non densely occupied spaces, you need to measure the OA on the unit serving those spaces. If you have densely occupied spaces, you will need at least one CO2 sensor per densely occupied space. They should be installed in the breathing zone as defined by USGBC (3-6 feet AFF).
