We are currently working in a project where outdoor air requirements in corridors are met by means of induced ventilation (exhaust fans in contiguous WC's induce make-up air in the corridors). In this case is it necessary to install airflow monitoring devices in the exhaust fans of the WC's?

That would work, however it would likely be very expensive. You could also try to comply with the LEED CIR that allows motor current detection on systems that are constant volume.
