Hi All,
We are conducting feasibility study on an existing building in which we are changing chillers. And we are planning to comply under Option 3: Historical Data
The building is all tenanted areas, and all tenants pay their energy bills to the utility company directly, so we are not able to compute their energy, we don't have meters for tenants as well.
My question: Is it OK if we base our energy savings only on base building's energy meter (that excludes tenants' consumption)? knowing that chillers are serving the whole building, and we will be able to monitor the chiller consumption?

Are you posting your question under the correct prerequisite? Option 3 for this one is a prescriptive compliance path for energy performance.
