And the measurements can be taken any day of the year? Is there a specific methodology to follow apart from the height and distance requirements?

There is no specific methodology to taking measurements. They do not have to be taken at a certain time, on a certain day, or under any specific weather condition. Just make sure you have a measurement every 10 SF. I would suggest that you take them at noon or close to it under sunny skies. If you are taking measurements to be used to guide future design decisions or make changes, I would say you take a series of measurements under different sky conditions and at different times.
