Are you sure it's correct to not include the garage inside the campus boundary? That doesn't seem right to me. Also, see page 19 of the MPR supplemental guidance.I do with your interpretation of the issue you outline above, however, as long as you comply with the proviso about not double-counting the benefits between LEED projects.
