There is an existing hospital within 1/2 mile walking distance to our project. The hospital has a chapel, shop, pharmacy, etc. I think we are allowed to only count one of the uses in the hospital....is this correct?

Hi Jeff, I believe that each separate establishment can only be considered as one use. If the chapel, shop and pharmacy are located within the hospital, then you can only count that as one use. Kara

Generally, yes, though I think you could count them separately if they have individual street-facing entrances. If you have to enter the mall or hospital building to access the services, I'd call that one service. If you have two shops that are physically in the same building but can be accessed independently (e.g., an office building with 2 different ground floor retail tenants) I'd call that two.

I wonder if the enclosed aspect should matter. In warmer climates, the majority of mall-like services are all open-air. Seems like requiring an exterior entrance for each business would unfairly punish any project in a climate that's not suitable to this setup. I have not yet been able to test the mall option, but will be doing so soon for a project. It'll be a little while, but I'll report back on whether we get comments or not.

Wonder if we can use the approach utilised by airports - i.e. not more than 50% of these diverse uses can be in one building (i.e. the airport). And even if not, like Emily points out - in warmer climates the entrances are separate. How is a mall so different from a strip mall?
