John, From the way it is written in Reference Guide, both simulations have to independently demonstrate that 75% of spaces meet threshold. If one of them do not teach 75% target, then the project does not comply. Josh

John, you're supposed to overlap the two simulation results and only the space compliant at both scenarios complies.
