EBOM-v4 WEp1:Indoor water use reduction

Opt 2 metered water use and building level water metering

Can the water meter installed to measure the monthly and total building level water (WEPR2) be used to determine the anual Option 2 metered water use baseline (WEPR1 option2) if there is no more potable water uses? If there are more uses the WEPR1 option2 requires water meters for submetering all the fixture and fittng water circuits, isn´t it?
