In an open office space, how to distinguish whether the type of workstation meets the definition of permanent indoor obstruction

There are questions about the quality view of open-plan office spaces. Vision types 1 and 3 require no permanent indoor obstructions. Refer to example 3 in the reference. It seems that movable stations are not classified as permanent obstacles. Once the station is immovable, will it be considered as a permanent obstacle and therefore does not meet the requirements of the view type 1 or 3? It is not clear that the conditions for distinguishing permanent obstructions are based on whether the station can move? Is it compliant if the station is moveable but with a movable partition? 
In addition, the requirements for vertical view of view types 1 and 3 were not found. If the project has a tall glass curtain wall structure, the occupants can easily see the outside, even if the station is immovable with a partition of about 1.2 meters, just need to raise their head. Does this situation meet the requirements?
