Hi Marcus,
I've recently been asked if we could prorate the "1% renewable" to account for only the owner controlled annual energy consumption cost rather than the total building annual energy cost. My answer was no, it must be 1% of the total building annual energy cost which includes both owner and tenant controlled annual energy costs.
I am pretty confident in my answer but wondering if you had anything to add.

You are correct. CS projects are rewarded with more points for hitting the same threshold as NC projects in recognition of the potential difficulties. The basis of this credit is the total building.
