NC-2009 EAp2: Minimum Energy Performance
the project primary HVAC system is VRF+DOAS.
there is one work shop space that have no indoor VRF unit but outdoor air intake through DOAS.
DOAS is not intended for conditioning space. just for the comfortable occupancy.
in this case, what should I model baseline and proposed?

Always model the Proposed as designed/constructed.
For the Baseline select the system from Table G3.1.1A. Sounds like electric heat so enter the table under the electric column. Sounds like it is not residential, so you are a system 4, 6 or 8 depending on the size of the building.
