Hi, I'm working on an outpatient clinic that has 1 shift of workers (8-4, 5 days/week). Per the owner, there are 52 FTE. Since there is only 1 shift, this is the peak and the daily average. However, the reviewers posted the following comment. Is it sufficient to just state the case of 1 shift? Any insight or prior experience with this comment is appreciated.
"It is unclear why the Staff FTE - Daily Average value in Table PIf3-2 (52) is equal to the Staff FTE — Peak value in Table PIf3-3. The
Daily Average values should be calculated based on cumulative FTE entering into the building over a 24-hour period, whereas the Peak
values should be calculated based on the greatest volume of FTE expected to be present in the project building at a single time
(including shift overlap, if applicable). For most projects, it would be expected that Daily Average Values would be greater than the Peak
Values. Provide a narrative describing why Staff FTE - Daily Average is expected to be equal to Staff FTE - Peak. Revise Tables PIf3-2
and PIf3-3 if necessary."

I have gotten this comment before. You just need to provide an explanation (as you described above) as to why the Peak and Daily FTE numbers are the same.
Might the reviewer be assuming there are multiple shifts throughout the day, as opposed to one shift?

What version of the form are you using? If you are using form version 4.0, are you using a simple or complex occupancy?
