The project is planning to achieve renewable energy credits through offsite solar and wind power generation. The project owner has a solar and windmill plant in partnership with seven brothers from offsite. The capacity of the solar plant is 4MW, and the capacity of the windmill plant is 2000KW. We have a renewable energy production agreement with the rural electricity board, and we also have solar and wind power allotment details for each partner. How can we approach this credit?

Sounds like it might qualify as Tier 2. The primary criteria it needs to meet is contained in the credit language.
