Occupancy Count

Hello everyone, Can we consider default occupancy count from ASHRAE 62.1 for water calculations rather than LEED CS guide?

"Core & Shell projects that do not have final occupancy counts must utilize the default occupancy counts provided in this appendix. Projects that know the tenant occupancy must use the actual numbers, as long as the gross square foot per employee is not greater than that in the default occupancy count table. If code requirements is required gross square foot per occupant is less than those in the table, this is also acceptable." This is the condition to used different codes, if the gross square foot per occupant is less than those in LEED CS guide, then you can. keep in mind that the numbers used should be consistent for all LEED credits
