Occupancy in the building

My question is if the occupancy of the building is a single person in this case of an institution and has no tenants can apply for this credit.

Hi Alberto, Sure, you don't need tenants to earn this credit because it's ultimately about the systems in the building. The institution would need to follow the credit requirements to install (or have installed) submeters covering systems with large end-use categories, such as heating, cooling, or lighting.
