David, you should use the full number of FTE (892) and very clearly explain how you set up and distributed your survey in order to reach the entire building population (or a statistically significant sample) while taking into account the fact that two shifts are arriving at different times of day.

How does this work with the PIf3 form though? In the PI form when selecting the "non-standard" shift pattern, you would consider 837 to be the FTE on the main shift, and as far as I can tell there is no where on the PI form where you even mention those other 55 people. So when you're doing the survey it looks weird to have more people included in the survey?
Under "occupant information," you can select "actual, historical and/or projected project occupancy includes non-standard occupancy patterns such as shift work, non-8-hour work days, etc." The form will then provide the opportunity for you to provide a narrative to explain your circumstances.
