NPDc8 - Option 2 / Define "Occupants"

This option indicates transit passes must be provided to project "occupants". Are "Occupants" FTE, residents, or inclusive of 100% of people who come to the site?

Stacey, the v2009 Reference Guide implementation section on transit passes says "Occupants are full-time residents or employees, not visitors." In using that definition I'd interpret the 'or' to be 'and/or' so that a mixed-use project would need to total its residents and employees, not just use one or the other. Eliot
