Not Regularly occupied

In LEED v2009, if a project has less than 1 annualized FTE occupancy it was not possible to achieve any of the IEQ points. I am working on a data centre that does not have any regular staff (security and control provided from a neighbouring building). Does this still apply for v4? I cannot see any mention of it and the MPR has been removed. I guess it does still apply, as it does not make much sense to be increasing outside air rates for a bunch of computers - but I would like some confirmation if possible to take to the client.
