That would be my assumption.
However, I would clarify that it's 20 materials - not specifically finishes. If you were limiting your scope prematurely by only looking at finishes, you might be able to still get to the 20 materials mark once you expand your pool to anything normally in Divisions 3-10 (steel studs, drywall, insulation, paints, etc.). Door hardware (often overlooked for LEED) can be a good place to start as each component is a separate material and so you can sometimes get 5 materials from a single door (latch, lock, hinge, kick-plate, closer, etc.).
