Rubber-backed walkoff mats would not need to be CRI Green Label Plus. According to the Reference Guide, Indoor Carpet Systems are defined as "carpet, carpet adhesive, or carpet cushion products installed on-site inside the building's weatherproofing system." I don't think a walkoff mat like the one described would meet this criteria.
Another way to consider this question is to note that rubber-back walk-off mats are not offered as CRI Green Label Plus so it would seem unfair for LEED to require project teams to meet the requirement.

Unfair but true, I've had this credit denied because our "rubber backed walk off mats" could not prove Green Label Plus compliant....(I've seen none that do either)

Really? Was it a LEEDv2009 project? That strikes me as very odd. Has anyone else encountered this situation?
It was for a CI v2.0- odd doesn't begin to describe the reviewers comments. Fortunately we met the Owner's goal without it.
we have all our previous version projects, certified for NC, CS and CI without having a CRI certified WOM. Do not just list this as a carpet in your documentation, as it is not a carpet.
Hi Bala, can you confirm if your previous projects were LEED 2009? If the rubber-walk-off mats are adhered to the ground then would it be required to meet the Carpet and Rug Institute's Green Label Plus program?
