According to the Appendix G, our building does not fall into the allowable project type for System 7 or 8 but only because Appendix G indicates that the building has to be more than 5 stories. Our building has exactly 5 levels so is technically falling under System 6. As our mechanical engineer explained to me, there's no other discernable difference in the paramaters defining System 6 and 7, beyond building height. I'm wondering if anyone has had any luck taking this approach with any other type of baseline system? Do you think we could make the case?

I have had meetings with LEED Coaches to try and find a solution to this. I’d suggest you contact them!
Basically, there is no way to get the credit for smaller buildings. However, they suggested me to take the whole building water budget instead. This did not help me much, maybe I’d get one more point compared to taking each water credit separately. https://www.usgbc.org/credits/new-construction-core-and-shell-schools-new-construction-retail-new-construction-healthc-133 And I had to include stuff that was otherwise not included in calculations.
And for my buildings that have DES they will be revising that requirement soon in an update in the fall…
