I found this pilot credit to be a great way to allow projects to earn credit for the design choice of choosing not to utilize cooling towers on the project even for buildings that are large enough that cooling towers would normally be considered. This incentivizes teams to select designs that save water usage while still serving the cooling needs of the tenants and programming. In our projects' cases, the team elected to pursue air-cooled heat pump heat recovery chillers that provided efficient heating and cooling while avoiding water usage for cooling towers. While this is an effective method for incentivizing this type of water-saving design choice, it should not be a prerequisite as there may be many legitimate reasons to utilize water-cooled chillers, water-source heat pumps, or other cooling systems that rely on cooling towers.
