This is really cool, so we are on par with USA! In a China LEED-CI project, I suppose via the country field, LOv3 already recognising we are not in US territory and RPC crediting the project, but the category is not as above:

WEc1 Water Use Reduction
MRc3.1 Materials Reuse
IEQc6.1 Controllability of Systems-Lighting
IEQc7.1 Thermal Comfort-Design
As you can see comparing with your list it does not match. Also it does not match with the official USGBC list either. For instance, we will pursue enhanced commisioning but LOv3 does not recognise that.
How come?
PS I am interested in being a part of the LEED International Roundtable representing Asia to determine the permanent RCP for countries such as China, HK, Singapore, India etc. How to volunteer?

The same issue applies to a CS project in Switzerland. In the Credit Assembler where you add or remove credits the following are marked as regional priority.
SSc3 Brownfield Redevelopment
SSc6.2 Stormwater Design - Quality
WEc2 Innovative Wastewater Technologies
EAc2 On-Site Renewable Energy
MRc2 Construction Waste Management
MRc6 Certified Wood
Does anybody have got more details on that or on what the real RP credits are?

We seem to have the same issue here in London. I have a CI project and have SSc1, SSc2, WEc1, MRc3.1, EQc6.1 and EQc7.1 marked as priority credits. Seems a bit random, especially as I doubt controllability of lighting would be the most important thing on a project here (how about public transport links instead?). Does anybody know whether the RP points will be awarded to ongoing projects as well? Although I have the credits marked as RP, the additional points do not seem to be reflected in the totals on the summary page.

According to the USGBC link http://www.usgbc.org/ShowFile.aspx?DocumentID=8156 and identified above the RP credits seem to be focused on reduced water and energy use.

I asked a USGBC representatives about these inconsistencies. They said that they should not be happening. I would send a note to GBCI via the feedback link on LEED Online to inquire about it.

Thanks for the feedback. I'm running a couple of projects and found that the credits marked for RP on the scorecard are different for the two projects, even though the projects are in the same building (just two identical floors in the same building! I'll raise it with the GBCI and see what happens.
