Hello. my project is in outside of USA. Because of that, there are many obstacles to get NFRC test about fenestration. can i omit this test in my project?

No project, inside or outside the US, must use NFRC rated windows.

Are you talking about air leakage or heat transmission properties?

Just talking about NFRC ratings not the window properties they test for. The window properties must be modeled based on the most accurate data which can reasonably be provided or derived.

Hi Working with LEED projects in Sweden and have a bit of trouble interpreting some of the terminologies & requirements of the Mandatory Provisions for Building Envelope. The the u-value and SGHC of fenestrations are to be determinated using NFRC, which is not possible here. Are you saying that the project doesn't need to have fenestartion that are tested according to NFRC? We've talked to experts and they can't compare the ISO standrad that our fenestration usually are tested according to with NFRC.

Yes they do not need to be NFRC tested for international projects. Simply provide the window performance parameters and if asked provide the testing or other data to back it up.
