According to the requirement : "Open to fresh air, the sky and the natural elements, including seasonal weather ", does the outdoor terrace/roof without any greenery space but open to sky also counted in?

Sounds good. Greenery is not required but do check the credit requirements, as you need some other component in addition to being open to the sky.
