We are working on a NC project, in Turkey. Is our Project is eligible for option 3? Can you give some explanations? Thank you

Yes. The project agrees to provide energy and water performance data to USGBC via Portfolio Manager (PM). Anyone, anywhere can access and enter project data in PM. http://www.energystar.gov/buildings/facility-owners-and-managers/existing-buildings/use-portfolio-manager?s=mega
