CI project, 75% or more of the space is occupied by the tenant, and I have seen the 4/1/12 addenda with the replacement language for Case 2. However, I would like further clarification on the submeters, will we need to provide submeters for hvac, water, lighting, etc in order to meet the requirements of this credit? Or is there another way using total energy use (single electrical meter, water meter, gas meter)and our energy model that was built during design to meet the requirements?

Even though continuous metering is not required you still need to have a viable data collection plan within your M&V Plan. Without some additional data beyond the fuel meters you will not be able to calibrate your energy model with an acceptable degree of accuracy.
