Hi,
we are working in a project in which LEED boundary includes exterior lighting that will be installed and operated by municipal authorities (in public walkways and vegetated areas). Given this, for energy performance assessment shall these lighting equipments be included in energy use calculations?

I don't think you need to include them but you should provide a narrative explanation for why they are being excluded. It is very unusual for a project to include publically owned land within the LEED boundary, so make sure your explanation makes sense.
