How many points can a project achieve from Regional Priority credits?

Can a project receive a point for Exemplary Performance for a credit as well as a point if that credit is also a Regional Priority credit?

My project does not have a zip code because it is not located in the U.S. Can the project still apply for Regional Priority credits?

Water efficient landscaping is listed as an RPC in the database for a project. It states "WEc1 I Up to 4 Points". Please clarify if that means that by earning WEc1 the project will receive up to 4 points for water efficient landscaping. Thank you.

No that does not mean you will get multiple points for one RP credit. Each RP credit gets 1 point only. Please note that you have to achieve the threshold of the original credit before being awarded the 1 point of RP credit.
