Multi Layered App-Shop Primer-Primer-Topcoat VOC Numbers

We have multi-layered, anti-corrosive coating application for the steel structural elements in the interior. Layering is like this: Shop Primer, Primer and Top Coat. The VOC value for the top coat 240 g/lt which is below the GS-03 limit 250g/lt therefore OK. But I wonder in the scope of the credit IEQc4.2, should it also be considered the VOC values of the primers and shop primers? Thanks in advance

Yes, all coatings applied on site are required to be reported; regardless of layering. Good luck!
