Would patrons to the movie theater be classified as "transient" or "retail customer"?

Based on the assumed flush/flow rates in the LEED calculator, it seems a movie patron are more in line with what the transient rates are, retail customer rates seem too low.

please advise. thank you.

In LEED review comments I've been referred to the Water Use Reduction Additional Guidance document. I didn't know this was a required reference document.
