What are the required measurement points for a core and shell project?
Our project is a small core and shell building designed for retail, with limited M+E equipment (ERVs, RTUs, lighting). RTUs will be installed, but the ductwork will be complete by the tenant. In this case, do the RTUs need to be included as a measurement point for monitoring-based commissioning?

I think it will be very hard to justify the requirement for this credit in this situation. The concept of monitoring-based commissioning is a way to know when something is going outside of the commissioned state of performance. Since you do not have any loads, nor control of the use of the systems, I cannot see how you could comply with the intent of the option.

As always, I agree with Scott.
Core & Shell applies to 'mostly' unoccupied buildings, and the monitor-based intent is to document performance and track items once the building becomes 'mostly' occupied. So MBCx is inherently not a fit for CS projects.
