I am working on a 90.1-2016 App G energy model. The schedules in ASHRAE 90.1 User’s Manual indicates that the lighting schedule reflects mandatory occupancy sensors requirements of section 9.4. Since the baseline calls for less occupancy controls ( break rooms, conference/meeting rooms, and classrooms ) I increased the lighting Percent of Maximum Load for the schedules of 90.1 User’s Manual to become the same as receptacle for both baseline and proposed. Then applied the occupancy controls for the baseline spaces according to Table G3.1[6] and applied the occupancy controls for the proposed spaces according to table 9.6.1. The reduction factor I used for the lighting power is based on Table G3.7. Is this a fair approach for modeling the occupancy sensors ?

This approach is correct, except that for the Proposed case the occupancy sensor controls should be applied to all fixtures designed with occupancy sensors, not necessarily according to Table 9.6.1. For example, there may be spaces where occupancy sensors have designed where they are not required by Table 9.6.1, and credit should be modeled for these controls.
