We have a fully designed DOAS that provides ventilation to the core and shell spaces of the building. Since the DOAS is fully designed, can we have it provide the ventilation to the shell spaces in the proposed model with the space conditioning done by the baseline system? Then in the baseline model the systems would have to condition their ventilation and provide space cooling. Plus we could apply the PD for MERV 13 filters in the DOAS to all the ventilation airflow in the baseline not just that in the core.

Sounds right to me. There is never a DOAS in the baseline.
