Any "shell" space gets modeled with code minimum systems. This is outlined very clearly in Appendix G.

Specific language from Appendix G. Table G3.1 6.c (Proposed Building Performance - Lighting) "Where lighting neither exists nor is specified, lighting power shall be determined in accordance with the Building Area Method for the appropriate building type." See additional language in Section 8 (Thermal Blocks - HVAC Zones Not Designed), and Section 10 (HVAC Systems)
